I know it sounds silly, and it might be a copyright issue, but would it be possible to add the Skyrim Dovah font so that you could type and "speak" in the dragon language? I was able to download the font so I can use it on my computer at home for personal use and entertainment, but would RPGateway be against downloading it and adding it to the list of fonts that the site recognizes?

Again, it might be a copyright thing so if it is then I apologize and we can drop the subject.

Atlantic Bluefin Tuna To Be Discussed By Fisheries Nations

DUBAI, United Arab Emirates -- After defeating a proposal in 2010 to ban the export of an endangered fish that is a key ingredient of sushi, Japan and Asian nations argued it should be left to quota-setting international fisheries bodies to bring the species back from the brink.

Two years on, their strategy for rebuilding stocks of Atlantic Bluefin tuna appears to be working.

Thanks in part to a sharp reduction in the amount of fish legally caught, the bluefin population in the Atlantic is on the rebound though "the magnitude and speed of the increase vary considerably," according to a stock assessment by scientists released ahead of the annual International Commission for the Conservation of Atlantic Tunas which starts Monday in Morocco.

"We have been working and campaigning on the issue of bluefin tuna for 12 years so to finally see signs of a recovery trend is good news", said Sergi Tudela, head of the fisheries program at WWF Mediterranean.

"We need to see how the recovery trend progresses over time," he said. "In the meantime, we cannot lower our guard, management efforts need to be maintained and even strengthened. Bluefin tuna fisheries management will not become a success overnight."

Environmentalists are calling on the 48 nations in ICCAT to endorse scientific recommendations to keep the current quotas of 14,200 tons (12,900 metric tons) a year intact for the next three years. They will also be pushing for increased protection for other threatened species, including shortfin mako and porbeagle sharks as well as blue marlin and white marlin.

"This year is really a test year for ICCAT," said Amanda Nickson, director of the Global Tuna Conservation Campaign at the Pew Environment Group.

"The stock assessment results seem to indicate there may be the possibility of a glimmer of recovery but it's so uncertain at the moment," she said. "This is the first year where they will have to stick to science even if does look like there is a bit of good news. So it's important from our perspective we retain pressure on governments at ICCAT to listen to that science. Our key message is hold those quotas where they are."

Lax quotas at ICCAT and rampant overfishing ? much of it illegal ? resulted in the stocks of bluefin falling by 60 percent from 1997 to 2007. Amid fears the fish was on the brink of extinction, environmentalists argued at the 175-nation Convention on International Trade in Endangered Species, or CITES, in 2010 that only a trading ban would protect the fish.

But the Japanese government and fishing industry argued successfully that an outright trading ban was too drastic a step, and that catch quotas set by ICCAT should be more strictly enforced to protect the species. Fishing nations from Asia, Africa, Latin America and the Caribbean joined the call to shift the debate to ICCAT, contending that any ban would damage their fishing communities and that fears of the stock's collapse were overstated. Japan is the world's largest exporter of bluefin.

In November 2010, ICCAT cut the annual global quota by 40 percent to 14,900 tons (13,500 metric tons) and since then reduced it to 14,200 tons (12,900 metric tons) a year later. There has also been increased enforcement which has helped reduce illegal fishing ? though it remains a problem ? and the growth of farm-bred tuna in Japan which has helped meet the demand.

Most key fishing nations, including Japan, have come out in support of the scientific recommendation which if adhered to would ensure the population recovers by 2022.

"We will support the findings of the scientific committee," said Tsunehiro Motooka, an official with Japan's Fisheries Agency. "The measures to date that have been taken have helped protect the resources and make it feasible to increase catch quotas."

The United States, another key player at the negotiations, has said it supports "the rebuilding and term sustainable management of the western and eastern Atlantic bluefin tuna stocks by adopting science-based and precautionary conservation and management measures that ensure continued stock growth."

But environmentalists also said it was too early to celebrate.

For one thing, the European Union pressured by fishing nations like Spain and Italy has left open the possibility that it will push to increase quotas at the ICCAT meeting to 14,900 tons (13,500 metric tons) ? something ICCAT scientist have said still would allow the continued recovery of bluefin.

"We welcome the unprecedented rational and cautious approach taken by EU Member States, but we cannot help but fear the consequences of proposing any increase in the bluefin quota," said Maria Jose Cornax, a fisheries campaign manager for the environmental group Oceana Europe. "To do so means opening a Pandora's box, because it not only could fuel third countries' calls for unsustainable quota increases, but it could also jeopardize EU proposals for shark conservation, which are often affected by bluefin political discussions."

There is also the impact of the Arab Spring, with Libya is demanding that its quota of 995 tons (903 metric tons) be increased since the civil war disrupted fishing last year. Algeria is also wants to increase its quota compensate for an ICCAT decision that shifted some of its quota to Libya several years ago.

Even if the current quota be endorsed at the ICCAT meeting, environmentalist and ICCAT's scientist acknowledge more has to be done to ensure the survival of Bluefin. They are calling for increased efforts combating illegal fishing with greater enforcement, reducing the numbers of boats allowed to fish and improving the data collected especially from fish farms to ensure the science is stronger when the next assessment is done in 2015.

"None of these measures really add up unless they are complied with and unless there is enforcement," said Susan Lieberman, deputy director of international policy for Pew. "There is significant illegal fishing and overfishing above the quotas in the Atlantic Ocean in ICCAT. It is extremely important for the future of those fisheries, for the future of fishing communities and for those governments and fishing industries that illegal fishing be stopped and that there be efforts ensured that rules and regulations of ICCAT are good, but not only good, but complied with."

It's A Myth That Judges Are Unsympathetic To Bankers

To read the press, employees in financial services would be forgiven for worrying not just about job insecurity but also that, if fired, their prospects of enforcing their rights are doomed. This is not the case.

It?s worth reflecting on some established principles and some more recent developments that show that employment rights are, in fact, alive and well. It?s also worth de-bunking the myth that Judges will be unsympathetic towards bankers - less still that they will be swayed by a groundswell of ?unpopularity?. For the vast majority, the facts and the merits alone will be determinative of the outcome.

It?s unfair

Employers can only dismiss fairly for one of a select number of reasons: the most common being redundancy. But in the current climate, ?misconduct? (and capability) dismissals are also becoming increasingly common.

Redundancy ? why me?

Redundancies usually arise where a business? requirements for employees to carry out work of a particular kind cease or diminish. On the face of it, not a difficult test.

Even so, the basis for an individual?s selection and the process that follows must stand scrutiny and the decision to dismiss must be wholly or mainly because of the reduction in the business? requirements. Tribunals will be quick to criticise a sham or unfair process. When they do, it can have a knock-on effect on an employer?s credibility ? for example, any suggestion of discrimination becomes harder to explain and defend when the entire process has been hopelessly unfair.

Redundancies affecting 20 or more employees demand a more rigorous and lengthier process still. A failure to comply can be costly.

Misconduct

We have seen a rise in misconduct allegations ? in particular, alleging mis-use of confidential information. Cynically, perhaps, this can turn the tables on want-away or unwanted employees.

Of course, employees must be careful to understand and comply with their obligations ? but earlier this year the Court of Appeal raised the bar for employers hoping to rely on misconduct as a reason to dismiss. Where the allegations are likely to damage the employee's future career (often a reality in a regulated sector), the investigation, disciplinary process and appeal must be particularly fair and thorough, and the evidence of misconduct particularly clear and cogent. By the same token, suspension ? often a knee-jerk reaction ? is not automatically justified, even where there?s evidence supporting an investigation. It may even be considered a breach of the implied duty of trust and confidence.

But compensation?s capped, right ?

Compensation for unfair dismissal is assessed on your losses, generally subject to a cap (currently ?72,300). But this is in addition to a ?basic award?, notice pay and other contractual entitlements.

What?s more, compensation is uncapped in some cases ? for example, if the dismissal is discriminatory or is wholly or principally because an employee raised concerns about what he believed to be a breach of a legal obligation (?whistle-blowing?). Sure ? showing that whistle-blowing caused the dismissal is rarely easy; but if the back-story is tainted, the foundations are there. The number of successful, reported cases may be low; but the majority settle ? certainly the strong cases.

A dismissal claim is not the end of the story. Employees are protected from suffering detriments other than dismissal, because of whistle-blowing or discrimination ? this could include suspension or a reduced bonus. The legal test to prove whistle-blowing detriment is different to that for dismissal, and has become simpler in the last couple of years. Compensation is still uncapped.

A Tribunal also has the discretion to order reinstatement or re-engagement or to punish a poor process by uplifting compensation by up to 25%.

What about my bonus ?

A bonus claim will largely depend on the language of the documents. This is usually tightly drafted, but should be read carefully; particularly older contracts are often less watertight than an employer may have you believe.

Even if the contract draws a blank and bonuses are entirely discretionary, any dismissal claim will include a claim for all future loss ? including bonuses. An employer may be forced to bring evidence of bonuses paid to peers, before the Tribunal.

?Childhood sexual abuse.? The term sends shivers down our spins. It?s the unthinkable phrase on every parent?s lips. It?s the nightmare we pray will never happen to our children. But the fact is sexual abuse is a horrific truth that can happen to?any child.

No race, creed, demographic, gender, or age can be spared. Please don?t utter: ??It could never happen to my child? phrase. Childhood sexual abuse does happen to any family, and the news is rampant with incidents from the Sandusky trial to Boy Scout files to Catholic priest incidents with the sad truth. This week allocations arouse in my own Los Angeles area of a fourteen year old boy sexually abusing a four-year old at his mother?s day care center.

Predators and pedophiles are not always the ?strangers? or ?dirty old men? we assume.

90 percent of sexual offenders are people the child or your family knows-including the parents? friends, a baby-sitter, an older sibling or relative. (A big reason why we should avoid describing abusers as ?strangers? which can be confusing to a child).

?The average age of most sexual offenders is fourteen, and these fourteen-year olds comprise the largest number of sex offenders in any age group.? Criminal Justice Source Statistics and Child Psychiatry Journal

Online predators usually are strangers, but slowly befriend (?groom?) the child, and then try to set up a face-to-face meeting. Review: ?Never meet someone online offline.? And: ?Who you meet online is rarely the same person offline.? New research is revealing that many of these predators don?t fit the ?dirty old men? image but are teen-aged.

The lesson here is don?t get stuck on those movie stereotypes of child predators or pedophiles.

The best prevention methods are to be educated about childhood sexual abuse, keep an ongoing open dialogue with our children, and teach strategies to our kids so they know what to do ?just in case.? ?I?ve provide a guide to some of the best strategies I?ve taught parents and children over the years. These points are?not?designed for one discussion about sexual abuse, but additions to numerous shorter chats-which children are far more receptive to-depending upon their age and necessity.

Keep in mind that best skills are ?taught before a trauma so the teaching can ?kick in? at the moment of need. Children need lots of rehearsal and practice before they can use any new skill in context.

Most important, our kids need an adult to listen and believe. If you suspect a child is abused it is up to you to act as the adult. Dig further. Seek help. Keep records. Report your suspicions. Children must be protected. Nothing-not an ?organizational image? or ?football record? should ever stand in the way of our children?s safety and well-being.

Kids & Teens Safety Skills To Help Prevent Sexual Abuse

Define ?Private Parts?

Begin by helping your child or teen understand what is appropriate, normal and healthy kind of touches and that touching must be respectful and consensual. Here are pieces of that crucial discussion per age.

Use terms your child understands and that are age and developmentally appropriate.

Remember, you will need many short little chats ? not a one time lecture. Studies also show that if you begin these talks early ? and naturally ? you?ll feel more comfortable talking about ?private parts? with your child. Here are tips:

The bathing suit analogy helps: ?Parts of your body that your bathing suit covers are private and may not be touched without your permission. The exception is if a parent or doctor needs to ensure your health.?

TIP:?Use correct anatomical terms such as ?penis, vagina and breasts.? An adult may miss a sign of abuse if a child uses another term for genitals (?He touched my peanut.?) Teens say that if parents use ?real? terms, they?re more comfortable discussing sexuality.

Teach ?OK? and ?Not OK? Touching

For teens emphasize that sexual touching must be ?respectful? and ?consensual? (which is a fabulous analogy to use for preventing unconsensual sex as well with adolescents). You can also discuss terms such as ?sexual harassment,? ?violation? and rape.

For younger kids describe ?Good, Bad, Helping, and Sexual Abuse Touching? depends on age.

  • Good Touches?make you feel happy, comfortable, safe and loved like hugs, cuddles, handshakes, and high fives and are from people you care about or love.
  • Bad Touches?hurt you like when you fall down or get kicked, punched, or tripped
  • Helpful Touches?a doctor, nurse or parent may do if you are injured or to ensure health.
  • Sexual Abuse Touches?are?forced touches?when someone makes you do something you don?t want to do or?tricked touches?when someone fools you or calls touching a ?game? when it isn?t so they can touch your private body parts or get you to touch theirs.

TIP:?Know that sexual abuse touches can feel good and sometimes confuse a child, but terms help them grasp differences.

TIP:?Levin and Kline emphasize teaching kids ?Trickery Touches.? Children also need to be taught that someone trying to abuse them may use force, but more often they will use trickery. ?I?ll let you have one of my kittens (or pet my cat), if you will sit on my lap and watch this video.?

Give Permission to Say ?NO??Then Practice

Studies show that kids under the age nine rarely say ?No? to a sexual offender because they were taught ?to obey adults.? So give permission for your child to yell ?NO!? to whoever the adult.

Peter A. Levine and Maggie Kline, authors of?Trauma-Proofing Your Kids,?point out an important point:

?In order for children to develop the capacity to stop someone from improper, hurtful, uncomfortable or confusing touch, they must have practice and experience with the right of refusal in other areas of their life. In this way it becomes a natural part of their self-confidence and is imprinted in their developing brain.?

  • Younger:??If someone tries to touch you in places your bathing suit covers or makes you feel at all afraid or uncomfortable, say ?NO!? ?I will not be angry-whoever the adult is. You will not be in trouble.?
  • Teens:??You should expect to be respected and if ever you say ?No? to someone?s sexual advance, the person should respect your wishes. If not, get help. (Define rape and abuse).

Use The ?No Secrets??Rule

No More Secrets: Protecting Your Child from Sexual Assault

Sexual offenders often try to make kids promise to keep the abuse a secret.

Stress: ?If any adult asks you to keep an uncomfortable secret, tell me.? You might say: ?It?s okay to not keep a secret even if you promised an adult. If the secret makes you feel bad inside, then it?s a wrong kind of secret and you should tell a trusting adult.?

TIP: Sexual predators often groom a child by promising gifts, treats and outings. Emphasize: ?Adults should not give children gifts, ask for favors or promise special outings without telling the child?s parent. Tell me if that ever happens.? ?Also children need to be warned that they may be told-or threatened-not to tell.

TIP:?No More Secrets?by Caren Adams and Jennifer Fay teach children to refuse and report a request if it: ?Feels funny; Seems like it would separate him/her from other children; Goes against family rules; Involves a secret; or Seems like an unearned ?special favor.?

?Tell A Trusted Adult Immediately?

Stress to your child: ?If anyone ever tries to touch your private areas, wants to look at your private parts, or tries to show you their own private parts tell me or a trusted adult.?

Also stress: ?If ever you don?t feel safe with someone or your gut feeling tells you that something is not right, get help!?

TIP:?Brainstorm with your child which adults he could turn to for help. ?Which adult would you tell?? ?What if that person didn?t help?? For older kids discuss the possibility that while most adults do help, some do not. ?So what would you do if the first or second person you went to didn?t help you??

TIP:?Mention that there are child abuse help lines with staff specifically trained to help kids. ?Let?s find the hotline for our area. If you or a friend ever need it you?ll know who to call.? 1-888-PREVENT or 1-800-656-HOPE

TIP:?Stress that you are always available to talk about anything, and love him no matter what!

Signs of Sexual Abuse in Children and Teens

You?ve taught your child protection skills, but that also is not enough. Keep in mind that many children do not tell. Imagine a child having to say ?No,? to a trusted teacher, ?good old Uncle Fred,? or even a parent.

Sexual abuse can be a single incident or many acts over a long period of time. There usually are subtle signs along the way that can be overlooked. Look for a change in your child?s normal behavior that last or becomes more intense. Of course, there could be another explanation, but any of these signs should be addressed. If you have any suspicions or a feeling something is wrong, seek help of a mental health professional.

Physical Signs:?Bloody, torn, or stained underclothes; pain, bleeding, burning, or itching in genital area; difficulty walking or sitting; frequent urinary or yeast infections; STD or pregnancy

Psychosomatic Signs:?Stomachaches, headaches or marked mood swings; nightmares or trouble sleeping; sudden changes in appetite

Sexual Behavior Signs:?Uses adult-like sexual knowledge, language or behavior; writes, draws or plays out sexual-type images; frequent use of masturbation

Emotional Signs:?Resorts to aggressive behaviors: thumb-sucking, bed-wetting; sudden clinginess; depressed

Behavioral Signs:?Shrinks away or seems threatened by physical contact; excessive bathing, poor hygiene; or talks about self as dirty or bad; trouble focusing; seems distracted or distant at odd times; overly protective and concerned for siblings, assumes a caretaker role; talks about a new, older friend; jumpy if the phone rings, a text or email comes in; suddenly has unaccountable money, gifts, toys or mail; runs to mailbox

TIP:?If there was something your child said or did that made you concerned, ask. Do know that a child may not admit or deny the abuse usually due to fear, humiliation, guilt or shame, but studies show that if asked, kids generally will tell a trusted adult of their abuse.

Russia's MegaFon gets nod for $2 billion IPO: sources

MOSCOW (Reuters) - Russia's No.2 mobile phone company, MegaFon , is likely to go ahead with its planned stock market float in London this year after receiving an unofficial green light from the UK regulator, sources familiar with the matter said.?

MegaFon had aimed to raise around $2 billion from its initial public offering this year, but several sources have said it would have to delay the share sale until 2013 if it did not get the nod from the UK Listing Authority (UKLA) in time.

MegaFon has cleared and resolved any material issues with the UKLA, a source familiar with the situation said on Saturday. Official approval is expected when MegaFon's IPO prospectus has been completed, the source said.

?The company is expected to make a formal statement on the IPO launch in the coming weeks. The deal could happen in late November or early December, before capital markets wind down for the end of the year, sources have said.

The float by MegaFon, which is controlled by Russia's richest man Alisher Usmanov, would rank as the biggest by a Russian company since Internet search firm Yandex raised $1.4 billion when it floated in New York in May 2011.

LISTING CRITERIA

The UKLA approves an IPO prospectus when it is satisfied a company has met its listing criteria. Among issues the UKLA typically examines is the shareholder structure. Any particular concerns are typically listed in the 'risks' section of the prospectus.

Usmanov told Reuters in September that he would fold his stake in MegaFon and other assets into a new holding company, co-owned by one of his partners Vladimir Skoch, father of billionaire Russian lawmaker Andrei Skoch, who helped build up iron ore miner Metalloinvest.?

?Goldman Sachs dropped out as an underwriter of the IPO in October, which one source familiar with the situation said at the time was over unspecified shareholding concerns that were not related to Usmanov.?

?The UKLA was now satisfied with the information provided with regard to the new holding company structure, one of the sources said.

?The UKLA gave the go-ahead for the offering on Friday, said a second source familiar with the situation, meaning the float can happen this year. A third market source also said the IPO had received the green light but gave no more details.?

?A fourth source familiar with the matter said work still remained to be done on the prospectus, indicating a final sign off may not yet have been received.

?"We intend to complete the IPO this year and that will be on the basis of an approved prospectus from the UKLA," said a spokesman for MegaFon. He declined to comment further.?

?A spokesman for the UKLA declined comment.?

MegaFon announced plans for the offering in early October but later said it would put off launching the roadshow until it had published its third-quarter results.

Those results, released on Thursday showed gains in revenues, earnings and margins that analysts said would boost MegaFon's goal of achieving a valuation comparable with its competitors, MTS and VimpelCom .

Sources have said a stake of around 15 percent in MegaFon could be offered to investors in London and Moscow, with Nordic telecoms firm Teliasonera selling down its stake.

MegaFon also plans to pay down some of the debts it took in on in a restructuring deal in April that saw tycoon Mikhail Fridman exit the business and Usmanov secure overall control.
